Missing or Unidentified Person

On Thursday, August 10, 2000, at approximately 9:30 a.m., the body of a newborn male infant was discovered at the BFI Virginia Landfill (located at 2001 Charles City Road in eastern Henrico County, near Richmond, Virginia; the site has since been acquired by Republic Services). An equipment operator found the infant amid a pile of garbage during routine operations. The baby was wrapped in a distinctive multi-colored blanket featuring a zig-zag pattern in red, blue, white, brown, and orange, with the umbilical cord still attached. The Medical Examiner's examination determined that the full-term infant measured 22 inches (1 foot 10 inches) in length and weighed 4 pounds. Following the discovery, investigators pursued leads to identify the infant and potential circumstances of disposal. On August 14, 2000, they conducted a door-to-door canvass in a specific apartment complex of interest based on a tip suggesting the blanket and infant may have originated there before being transported via truck to the landfill. The route of interest encompassed much of Mechanicsville, portions of northern Richmond, and areas along Nine Mile Road. Debris found in proximity to the infant was traced to dumpsters along Nine Mile Road or in Mechanicsville.
