Missing or Unidentified Person

On February 9, 2002, Richmond, Richmond City, Virginia, an unidentified Hispanic male was discovered in the shallow waters of the James River shortly after his death (within hours, per postmortem interval estimates). The decedent was estimated to be between 35 to 50 years old, stood 5 foot 5 inches tall, weighed 153 pounds, and had brown eyes, black hair, and a black mustache, with no tattoos or surgical scars noted. He wore tiger/leopard-skin-patterned underwear and had a yellow bandana tied around his neck. There have been over 800 potential matches ruled out through the years.
