Missing or Unidentified Person

On July 23, 1990, at approximately 4:30 p.m., an employee at the Piano & Organ Outlet located at 6315 Richmond Road in Williamsburg, James City County, Virginia, discovered a discarded garbage bag about 25 feet from the dumpster while emptying trash. Upon slightly opening the bag, the employee found the remains of an infant and immediately notified authorities. The Medical Examiner revealed that the infant was a full-term female baby who had been born alive, with her umbilical cord still attached. She measured 17 inches in length, weighed 4 pounds, and had slightly curly black hair. She was wrapped in sheets and placed inside a garbage bag consistent with those used by local hotels and motels, along with similar linens. The infant's race and ethnicity remain undetermined, though earlier reports suggested she may have been Black or African American. The estimated time of death was approximately three days prior to discovery. Witnesses, including a manager from the piano shop and a grass-cutter, reported observing the garbage bag as early as the afternoon of Saturday, July 21, 1990, but did not investigate further at the time. The case is being investigated as a homicide.
