Missing or Unidentified Person
On March 9, 1993, cable employees working near the intersection of North 31st Street and East Franklin Street in Richmond, Virginia, discovered the decomposing body of an unidentified Black male wrapped in plastic and a blanket. Investigators determined the victim had been transported and dumped at the location after being fatally shot multiple times in the head, and it was believed he had been there for several days prior to discovery. The decedent was estimated to be between 20 and 39 years old, approximately 6 feet 1 inch tall, and weighed about 139 pounds, with black hair and brown eyes. Several distinguishing features were documented, including hyperpigmented raised scars on the inside of the right arm near the wrist (two), on the inside of the left arm near the elbow (two), on the upper back near the midline, and on the back of the right arm above the elbow, as well as irregular scarring on the lower legs. Clothing and personal effects recovered included a gold-colored shirt, a T-shirt bearing a “Malcolm X” logo, black corduroy pants, a black belt, black Adidas sweatpants, gray and white boxer shorts, white socks, white and turquoise athletic shoes with brown spatter, and a white metal ring and chain-style necklace. The victim’s identity remains unknown.
