Case Details:On June 4, 1981, in Richmond, Virginia, an unidentified black female was found in a settling basin at the Richmond City waste treatment plant. A tattoo on her left forearm reads either "D.R." or "O.R." It is unclear if she was killed at the plant or elsewhere. The decedent is about 20 - 39 years old. The time of death is weeks prior to being found. Clothing: maroon terry cloth skirt, black brassiere, long black socks, long black socks
