Missing or Unidentified Person

On February 7, 1997, at approximately 7:32 a.m., workers sorting trash at the Southeastern Public Service Authority refuse and recycling plant in Portsmouth, Virginia discovered the body of a nude Black male infant on a conveyor belt heading toward the shredder. The woman who spotted it initially thought it was a doll and immediately pulled an emergency cord to halt the belt; she and two colleagues who were searching for aluminum cans received counseling afterward. The plant processed 1,500–1,700 tons of incoming trash daily (plus 2,000–2,100 tons overall), with roughly 100 tons already on the floor and another 30–40 tons delivered that Friday morning; the facility supervisor stated the infant most likely arrived in the Friday morning or Thursday afternoon load. The medical examiner determined the infant was full-term and healthy, born alive, measured 1 foot 8 inches long, weighed 6 pounds, had fine curly black hair and dark eyes, showed a postmortem interval of about 5 hours, and was no more than two days old at death. DNA evidence was collected.
